PREFACE
If the twentieth century has witnessed two devastating wars within a span of twenty years, it has also ushered in a new era of international co-operation. When the League of Nations came into being, few could say emphatically that, one day, major international crises might be averted through peaceful means. In fact, at the close of the Second World War, “progress through partnership and peaceful methods” became the watchword in international politics. The United Nations, with its ancillary bodies, took vigorous attempts to remove the causes of war which released hopes to the nascent states. In this context, the behavioural patterns of the newly emerged states were peculiar which subsequently, have taken the posture of neutralism. Furthermore, their different socio-economic aspira- tions and national interests have given different colours to their uncommitted postures and these have arisen much interest and importance in the field of international relations.
This book discusses, therefore, the art and style of the concept of neutralism in foreign relations. The policy posture of neutralism has some opportunities and, the non-aligned states while pursuing this approach to foreign relations have taken full advantage of this position. While making adjustment with this policy posture, different pattern of aspirations and environ- mental phenomenon have called for dissimilar art and style, if not altogether created a cause for a temporary dissension. Moreover, in the midst of my discussion of these trends in international politics, I have also pointed out certain common and uncommon elements which the non-aligned states have evolved so far.
